## Two IFS Cloud quotes for the same project, and totals that differ widely: eight lines that make them comparable

  **Key takeaways**

- An IFS Cloud implementation quote is comparable only when eight work areas appear as separate lines: solution design, data migration, integrations, testing, training, project management, cutover with hypercare, and release regression for your extensions.
- The overrun after signature comes from work that the quote never named, so the cheapest way to protect the budget is to find the missing lines before signing.
- Fixed price, time and materials, and a capped estimate move different risks onto you: scope risk, effort risk, or the argument about what counts as a change.
- Your own staff time, backfill and environments sit outside every vendor quote and belong in the same budget sheet.

Take two offers for the same IFS Cloud scope whose totals differ by half (an illustration, not a market statistic). One quote prices data migration as a line with trial loads and a validation sign-off; the other folds migration into a “configuration” day rate and mentions it in a footnote. The two documents count different things, and the invoice at the end of the project shows which one described the real work.

  ## 1.What IFS publishes about price, and what it does not

We found no public IFS Cloud price list, so no number on a comparison website can stand in for a quote from IFS or a delivery partner. The sites that do print ranges disagree with each other, because they use different currencies, different company sizes and different assumptions about what an implementation includes. A range from a third-party site is a prompt for questions, never a budget line.

### Subscription metric: ask before you compare implementation quotes

The subscription and the implementation are two separate commercial documents with two separate counterparties. The subscription is defined in your contract with IFS, including the licence metric: which kinds of users are counted, and whether any other unit, such as assets, enters the price. The implementation quote comes from a delivery partner and prices effort. Settle the licence metric first, because user roles, planned growth and the number of environments change what you will run, and the implementation scope follows from that. The contract with IFS is the only source for licensing questions.

The cost model over the life of the system is in the [ERP ROI analysis](https://www.ifs-erp.com/en/blog/erp-roi-analysis) on ifs-erp.com. This article covers the implementation quote only.

  ## 2.The anatomy of an implementation quote: eight lines that must be separate

A quote that blends these eight areas into one total cannot be audited. Ask each vendor to restate its offer in these rows, with effort, assumptions and exclusions per row.

### Line 1: Configuration and solution design

This line covers fit-gap workshops, design documents and the setup of standard IFS Cloud functionality. Ask how a requirement is classified when standard functionality does not cover it, because every requirement that lands in an extension raises the cost of lines 4 and 8. The [guide to IFS Cloud tailoring levels](https://ifs-erp.consulting/ifs-cloud/the-ultimate-guide-to-ifs-cloud-tailoring) explains why the level at which a requirement is built decides its future cost.

### Line 2: Data migration

Migration is four activities, not one: cleansing, mapping, trial loads and validation. A quote that lists “data migration” as a single figure should say how many trial loads are included, who cleanses the source data, who signs off the validation, and which data classes are in scope: master data, open transactions, history. Each activity needs an owner and a number of repetitions. The technical side is in the [IFS Cloud data migration checklist](https://www.ifs-erp.com/en/blog/ifs-cloud-data-migration-checklist-2026-edition).

### Line 3: Integrations and interfaces

Count interfaces, not “an integration workstream”. A quote should state per interface the direction, the technology, who builds the other end, and who tests it with the third-party system owner. An interface priced as a bundle hides that the bank file, the shop-floor system and the e-commerce connector have different owners and test windows.

### Line 4: Testing and acceptance

Look for the number of test cycles, who writes the scenarios, who executes them and whether business users are included in the executing group. A line that says only “support for UAT” leaves scenario design and defect fixing outside the price. The method side is covered in the [IFS testing article](https://ifs-erp.consulting/ifs-cloud/ifs-testing); for the quote, the test is whether acceptance criteria are written down before the work starts.

### Line 5: Training and change management

Separate end-user training from key-user training and from administrator enablement. State who produces the materials, in which language sessions run, and whether any adoption activity after go-live is included. Session hours also consume your people’s working time (section 5).

### Line 6: Project management and governance

A project management line priced as a percentage of the other lines grows with every change request. Ask instead for the role and the allocation per phase.

### Line 7: Cutover and hypercare

Cutover covers the rehearsals and the weekend itself; hypercare covers the weeks afterwards. The quote should state how many rehearsals are included, who is on call during cutover, and for how many weeks the vendor supports the system after go-live under the same rates or at a reduced level. The operating model for those weeks is described in the article on [IFS Cloud hypercare](https://ifs-erp.consulting/ifs-cloud/ifs-cloud-hypercare-after-go-live).

### Line 8: Release regression for the extensions you add

IFS Cloud moves forward through service updates and larger releases, and every extension built into the solution has to be re-checked each time. A quote that prices the build of extensions but not their upkeep omits the recurring cost. This practice’s reference figure is that a change set which stays additive needs up to 60% less regression testing at the next release than one carrying Level 3 modifications (code placed in the Layered Application Architecture’s customer layer, below the Extensibility Framework). The design decisions in line 1 therefore feed this line. Ask who owns the regression pack and who pays for it; the [true cost of customization](https://www.ifs-erp.com/en/blog/the-true-cost-of-customization-in-ifs-cloud) and [strategic customization](https://ifs-erp.consulting/ifs-cloud/strategic-ifs-cloud-customization) go deeper, and the [IFS Cloud update calendar](https://ifs-erp.consulting/ifs-cloud/ifs-cloud-update-calendar-maintenance-windows) covers the rhythm of the checks.

  ## 3.Three scope gaps that make two quotes incomparable

In this practice’s experience of reviewing quotes, three gaps explain the wide differences between offers for the same project.

### Gap 1: the unit of work differs

One vendor prices migration per data class, another per trial load, a third as a share of the configuration effort. Totals cannot be compared until both are converted to the same unit, which is why the sheet in section 6 asks for effort in days and assumptions in words, row by row.

### Gap 2: the boundary of the vendor’s responsibility differs

“Support during testing” and “execution of testing” are different amounts of work. So are “build the interface” and “deliver the working interface including the third-party side”. A quote should list what you must provide, because that shows where your cost starts.

### Gap 3: the standard is assumed in one offer and designed in the other

An offer that assumes your processes fit standard IFS Cloud functionality will be cheaper than one that budgeted a fit-gap analysis and a list of extensions. If that vendor has not seen your processes, the missing cost reappears as change requests. Ask both vendors to list the gaps they expect, by process area.

Which delivery team stands behind each number is a separate question, covered in the article on [choosing an IFS Cloud implementation partner](https://ifs-erp.consulting/ifs-cloud/how-to-choose-ifs-cloud-implementation-partner).

  ## 4.Fixed price, time and materials, or capped: what each shifts onto you

A pricing model decides who carries the uncertainty in the scope.

| Model | Risk it leaves with you | What to check in the contract |
| --- | --- | --- |
| Fixed price | Argument over what counts as a change. The vendor protects the margin by reading the scope narrowly. | Scope baseline attached to the contract, definition of a change request, acceptance criteria per deliverable |
| Time and materials | Effort risk. The budget has no ceiling unless you create one through governance. | Rate card per role, reporting of consumed days per work area, a right to stop work at a review point |
| Capped estimate | The cap works only if the estimate rests on a defined scope; otherwise the cap becomes the target. | What happens at 80 percent of the cap, who approves the excess, which assumptions void the cap |

A project can mix the models, for example a fixed price for design and time and materials for build, as long as the quote names which line follows which model.

  ## 5.Costs outside the quote: your people, your environments, your backfill

No vendor quote contains the working time of your own staff, so that time has to be budgeted separately. Put these entries on your side of the sheet before the first meeting with a vendor:

- **Key users** - the process owners who attend workshops, write test scenarios and approve designs.
- **Backfill** - temporary replacement for people who spend weeks on testing and cutover.
- **Data owners** - the people who decide which suppliers, items and open orders are valid.
- **Environments** - the number of non-production environments you need for build, test and training, as defined in your IFS subscription. Confirm with IFS what is included and what is charged.
- **Third-party work** - changes to the systems your interfaces connect to, which their vendors quote separately.

  ## 6.A normalisation sheet: put every offer into the same eight rows

Copy the table below into a spreadsheet and fill one column set per vendor. An empty cell in the “Included?” column means the quote does not address that point; write it down as an open question for the vendor.

| Line | Pin down in writing | Vendor A: days, assumptions, included? | Vendor B: days, assumptions, included? |
| --- | --- | --- | --- |
| 1. Configuration and design | Process areas, companies and sites, workshop rounds, gap classification rule | | |
| 2. Data migration | Data classes, number of trial loads, who cleanses, who signs off validation | | |
| 3. Integrations | Interface list with direction, technology, owner of the other end, test owner | | |
| 4. Testing and acceptance | Test cycles, scenario author, executors, written acceptance criteria, defect fixing | | |
| 5. Training and change | Audiences, who produces materials, language, post-go-live adoption support | | |
| 6. Project management | Roles, allocation per phase, governance forums, whether priced as a percentage | | |
| 7. Cutover and hypercare | Rehearsals, on-call roster, weeks of post-go-live support, rate during that period | | |
| 8. Release regression | Owner of the regression pack, cost of re-testing each extension, update cadence covered | | |

Add your own column with internal days per line from section 5. Vendor days plus your days is the total the steering group should compare. Templates for several rows, such as the test strategy and the cutover plan, are in the [implementation documents kit](https://www.ifs-erp.com/en/marketplace/implementation-docs).

  ## 7.Questions to ask when a line says “included”

Five questions turn the word “included” into a commitment you can enforce:

- **How many?** - trial loads, test cycles, workshop rounds, rehearsals.
- **Who does it?** - a named role on the vendor side or on yours.
- **What is the output?** - a document, a signed-off data set, a passed test cycle.
- **What happens if the first attempt fails?** - a second trial load or a repeated test cycle is either in the price or in the change register.
- **What is excluded?** - ask for the exclusion list in writing; a vendor who cannot name exclusions has not scoped the line.

For a project already running on a budget that no longer matches reality, the [IFS Cloud project health check](https://ifs-erp.consulting/ifs-cloud/ifs-cloud-project-health-check-off-track) article describes how to inspect where it stands.

  ## 8.Frequently asked questions

How much does an IFS Cloud implementation cost? The cost of an IFS Cloud implementation depends on the process scope, the number of companies and sites, the volume of data to migrate, the number of interfaces and the number of extensions, and we found no public IFS Cloud price list. Build your own range by asking two or three delivery partners to price the same eight rows (design, migration, integrations, testing, training, project management, cutover with hypercare, release regression), then add your internal effort.

Does IFS Cloud charge per user? The IFS Cloud subscription is priced according to the licence metric written in the customer’s contract with IFS, and that metric can differ between customers and over time. Confirm with IFS which units are counted and how each is priced before comparing implementation quotes, because the delivery partner’s quote prices effort and does not replace the licence terms.

Why do two IFS Cloud quotes for similar scope differ so much? Two IFS Cloud quotes for similar scope differ because they price different units of work, draw the boundary of the vendor’s responsibility in different places, or assume standard functionality in one offer and a designed set of extensions in the other. Restating both offers in the same eight rows, with days and exclusions per row, shows which of the three explains the gap.

What is usually missing from an IFS Cloud implementation quote? The lines to look for in an IFS Cloud implementation quote, because they are easy to leave out, are the number of data migration trial loads, defect fixing during acceptance testing, the weeks of support after go-live, and the regression testing of extensions at each later release.
